The problem of making sure raw materials are radiologically clean
One problem with providing calcium supplements in Japan is the ubiquity of radioactive fallout which would potentially contaminate raw materials. It's no good taking calcium, for example, if the source of the calcium is contaminated with Strontium-90. Raw materials therefore need to be screened, which will add to the cost.
